Concentrated Solar Beam Rainbow

It happened in Hollywood in 2002 not far from the Hollywood "walk of the stars". Are the rainbow effects produced by chemtrail optical aerosol arrays that may concentrate solar radiation into a focused beam? The amount of solar energy present looks like it would cause the oxygen present to convert to ozone due to the presence of UV radiation in the beam. This anomalous atmospheric rainbow lasted for less than fifteen minutes before a chemsprayer passed through the large cloud on the right and left thick chem spray across the cloud and nowhere else. Shortly thereafter the rainbow effect was over. The only other people taking pictures of it were the Japanese tourists.
